Effective July 1, 2019, the Negotiated Salary Trial Program (NSTP) became available to the College of Biological Sciences (CBS) and the College of Engineering (COE). Most schools and colleges are eligible to join effective July 1, 2021. 

Background on NSTP at UC Davis 

The NSTP was created to help diminish the gap between the salary scales and remuneration offered at other academic institutions and at the private sector.  It was initially offered in June 2013 to three campuses (UC Irvine, UC Los Angeles, and UC San Diego). After a four-year Phase 1 trial period, an additional four-year Phase 2 trial period was approved to begin July 1, 2018, and end on June 30, 2022. Other campuses have since adopted NSTP. UC Davis began participating in Phase 2 on July 1, 2019. 

 

Proposal Submission Process

The deadline for submitting 2021-2022 NSTP requests is Friday, May 27, 2022. No extensions of time to apply will be granted. Please be sure to review the UC Davis NSTP Phase 2 Implementation Plan before submitting your request. All requests must be completed correctly and signed electronically. No hard copies will be accepted.

Step 1

Review the UC Davis NSTP Phase 2 Implementation Plan.  Ensure that your college is participating in this program. Membership in the program is predicated on a college’s/school’s/department’s willingness to participate in an annual assessment that will require collection and reporting of detailed data. At this time, most schools and colleges are eligible to join. 

Please note that negotiations are for one fiscal year, effective July 1 and ending on June 30. Retroactive participation is not permitted.

 

Step 2

Interested and eligible faculty will complete the NSTP Form A - Faculty Compensation Request and submit it to the Chief Administrative Officer or Fund Manager responsible for their accounts, via email. Be sure to CC the Department Chair. 

Please complete and submit Form A by May 6, 2022 to Fund Manager

 

Step 3

The Chief Administrative Officer or Fund Manager will complete the NSTP Form B - Fund Manager / Department Manager Certification. Once complete, the Chief Administrative Officer or Fund Manager will submit both NSTP Form A and B to the Department Chair via email. If the Department does not have a chair, submit both NSTP Form A and B to the Associate Dean via email. Include Faculty Requestor in the email. 

Please submit both NSTP Form A and NSTP Form B by May 13, 2022 to Department Chair. Please take time to review this form thoroughly as most of the errors from 2020-2021 were from Form B.

 

Step 4

Department Chair (or Associate Dean if no Department Chair) will review NSTP Forms A and NSTP B for any errors, and complete the NSTP Form C - Department Chair Certification. If preferred, a DocuSign compatible version of Form C (DocuSign Compatible version) is available. Once complete, the Department Chair will submit all three forms (NSTP Form A, NSTP Form B, and NSTP Form C) to the Dean via email. Include Faculty Requestor in the email. 

Please submit Form A, B, and C by May 20, 2022 to Dean. 

 

Step 5

Upon review and approval, the Dean will sign the bottom of completed NSTP Form C - Department Chair / Associate Dean CertificationIf preferred, a DocuSign compatible version of Form C (DocuSign Compatible version) is available. Once reviewed and signed, the Dean will submit all three forms (NSTP Form A, NSTP Form B, and NSTP Form C) to the Vice Provost Phil Kass, phkass@ucdavis.edu, and Executive Assistant to the Vice Provost, lmdaum@ucdavis.edu.

The completed submission deadline is May 27, 2022.

Q:  What are the form deadlines?

A:  Each form has a unique deadline. While the overall form is due by May 27, 2022 to the Vice Provost, we highly recommend completing the forms within the following timeline to ensure that they will be approved internally prior to the May deadline.

Q: What are some tips on completing Form B? 

A: During the 2019-2020 academic year, we found many errors to Form B. Please double check this form to ensure that: 

  • Be sure to include summer months' salary accurately.  
  • "Estimated Benefits Cost" and "Total amount needed for participation" amounts on Page 1 are accurate.
  • Fund manager has certified all the information on bottom of Page 2, lines 1 through 4, and has signed the form. If unable to verify all the information, complete line 5 and provide an explanation. 

Please note that Academic Affairs will not be verifying the funding information on Page 1 of Form B – that remains the responsibility of the department fund manager.

Q: What are some tips on completing Form C? 

A: During the 2020-2021 academic year, the biggest error was that the form was not complete. Specifically one question on the bottom half of the page, the line stating, "The Requestor received a formal retention offer" was not complete.

Q: Who do I submit Form C to if I don't have a Department Chair? 

A: Please have your Associate Dean complete Form C and have them send Forms A, B, and C to your Dean.
